Key Responsibilities For Policy Analyst  
- Conduct research and analysis on existing and proposed federal policies related to employment, social benefits, and service delivery, ensuring alignment with legislative requirements and government priorities.  
- Prepare briefing notes, policy memos, and impact assessments for senior managers and decision‑makers, clearly articulating findings, options, and recommendations.  
- Collaborate with program managers, legal advisors, and external stakeholders to gather data, validate assumptions, and incorporate feedback into policy drafts.  
- Monitor and evaluate the performance of implemented policies, using quantitative and qualitative metrics to identify areas for improvement and report outcomes to the Ministerial Office.  
- Contribute to the development of regulatory instruments, guidelines, and standard operating procedures, ensuring consistency across Service Canada’s national network.  
- Support the preparation of parliamentary committee submissions, public consultations, and stakeholder engagement events.  
- Maintain up‑to‑date knowledge of relevant legislation, Treasury Board policies, and emerging trends in public administration and social services.  
Required Qualifications  
- University degree in Public Policy, Economics, Political Science, Law, or a related discipline; a master’s degree is preferred.  
- Minimum of three (3) years of professional experience in policy analysis, research, or program evaluation within a government or public‑sector environment.  
- Demonstrated ability to interpret complex legislation, regulations, and Treasury Board directives.  
- Strong analytical skills with proficiency in statistical software (e.g., SPSS, SAS, R) and advanced Excel functions.  
- Excellent written and oral communication skills, with the ability to produce clear, concise, and evidence‑based documents for senior audiences.  
- Knowledge of the Canadian public‑service framework, including the Public Service Employment Act and the Values and Ethics Code for the Public Sector.  
- Canadian citizenship or permanent residency, and ability to obtain a security clearance as required.  
Desired Skills  
- Experience with stakeholder engagement and public consultation processes.  
- Familiarity with digital service delivery models and data‑driven decision‑making.  
- Project management certification (e.g., PMP, PRINCE2) or demonstrated project‑leadership experience.  
- Bilingual proficiency (English/French) is an asset.  
- Ability to work collaboratively in multidisciplinary teams and manage competing priorities under tight deadlines.  
Compensation & Benefits  
- Annual salary range: $73,000 – $95,000, commensurate with experience and qualifications.
