Although the position is based in Hamilton, Ontario, the By‑law Officer will be employed by the City of Calgary and will support the City’s standards of service, regulatory compliance, and community engagement across municipal boundaries as part of inter‑jurisdictional initiatives. Key Responsibilities For By‑law Officer - Enforce municipal by‑laws, provincial statutes and City of Calgary policies related to land use, animal control, noise, parking, property standards, and public health within the assigned geographic area. - Conduct investigations, gather evidence, interview witnesses, and prepare clear, concise reports for potential prosecution or administrative action. - Issue warnings, citations, and orders in accordance with legislative authority while maintaining professionalism and respect for the public. - Participate in joint operations with Hamilton Police Service, Ontario Provincial Police, and other municipal agencies to address cross‑border issues such as illegal dumping, nuisance properties, and wildlife concerns. - Provide education and outreach to residents, businesses, and community groups on by‑law requirements, promoting voluntary compliance and community safety. - Maintain accurate records in the City’s case management system, ensuring data integrity and confidentiality. - Attend court hearings, testify as an expert witness when required, and liaise with legal counsel on complex matters. - Contribute to policy development, by‑law reviews, and strategic planning initiatives to improve enforcement effectiveness. - Respond to emergency calls and incidents outside regular hours on a rotating on‑call schedule. Required Qualifications - High school diploma or equivalent; a post‑secondary certificate or diploma in Criminal Justice, Law Enforcement, Public Administration, or a related field is strongly preferred. - Minimum three (3) years of experience enforcing municipal by‑laws, provincial statutes, or in a policing/peace officer role. - Valid Ontario driver’s licence with a clean driving record; ability to operate a municipal vehicle safely. - Demonstrated knowledge of the Ontario Municipal Act, Provincial Offences Act, and relevant municipal by‑laws. - Excellent written and verbal communication skills, with the ability to produce detailed reports and present findings clearly. - Ability to work independently, exercise sound judgment, and handle potentially confrontational situations with composure. - Physical fitness to conduct inspections, climb ladders, and perform duties that may require lifting up to 25 kg. - Eligibility to obtain and maintain a security clearance as required by the City of Calgary. Desired Skills - Post‑secondary education in law, criminology, or environmental health. - Experience with conflict resolution, de‑escalation techniques, and community mediation. - Familiarity with digital case‑management software and GIS mapping tools. - Bilingual ability (English/French) or additional language proficiency beneficial for diverse community interaction. - Training in first aid, CPR, and use of non‑lethal enforcement equipment. - Proven track record of collaborative work with multiple agencies and community stakeholders.
