Operating under Employment and Social Development Canada, Service Canada’s mission is to simplify and improve the delivery of government services, ensuring they are accessible, responsive, and client‑focused. The Surrey office supports the Pacific region and collaborates closely with provincial partners, Indigenous communities, and other federal departments to develop evidence‑based policies that meet the evolving needs of Canadians.

- Conduct comprehensive research and analysis on federal programs, legislation, and regulatory frameworks affecting employment, social benefits, and service delivery in British Columbia.
- Prepare policy briefs, impact assessments, and recommendation papers for senior management and decision‑makers, ensuring alignment with the Government of Canada’s strategic priorities.
- Liaise with internal stakeholders (program managers, legal counsel, finance) and external partners (provincial ministries, NGOs, academic institutions) to gather data, validate assumptions, and build consensus on policy options.
- Monitor and evaluate the performance of existing policies, identifying gaps, unintended consequences, and opportunities for improvement.
- Contribute to the development of new policy initiatives, including drafting legislative amendments, program guidelines, and implementation plans.
- Support the preparation of briefing notes and presentations for parliamentary committees, senior officials, and public consultations.
- Maintain up‑to‑date knowledge of relevant statutes, regulations, and emerging trends in social policy, labour market dynamics, and public administration.
- Ensure all analytical work complies with the Treasury Board Secretariat’s Policy on Results and the Government of Canada’s Directive on Management of Information.
Required Qualifications
- University degree (Bachelor’s or higher) in Public Policy, Economics, Political Science, Law, or a related discipline.
- Minimum of three (3) years of professional experience in policy analysis, program evaluation, or research within a government, public‑sector, or not‑for‑profit environment.
- Demonstrated ability to interpret complex legislation, regulations, and policy documents.
- Strong quantitative and qualitative analytical skills, with proficiency in statistical software (e.g., SPSS, SAS, R) and data visualization tools.
- Excellent written and oral communication skills in English; French language ability is an asset.
- Proven experience preparing clear, concise briefing notes and policy reports for senior audiences.
- Knowledge of Canadian public‑service values, the Treasury Board policies, and the Employment and Social Development Canada framework.
Desired Skills

- Familiarity with stakeholder engagement techniques and public consultation processes.
- Ability to manage multiple projects simultaneously while meeting tight deadlines.
- Strong interpersonal skills and the capacity to build collaborative relationships across diverse teams.
- Understanding of Indigenous policy considerations and the impact of federal programs on Indigenous peoples.
- Certification in project management (e.g., PMP) or advanced training in policy evaluation methods.
Compensation & Benefits
- Annual salary range: $78,000 – $95,000 CAD, commensurate with experience and qualifications.
- Comprehensive benefits package including health, dental, vision, and life insurance.
- Canada Pension Plan (CPP) and Employment Insurance (EI) contributions.
- Generous paid vacation (15 days) plus statutory holidays and additional leave for professional development.
- Flexible work arrangements, including hybrid office/remote options where operationally feasible.
